A body needs a mark.

Everything an issuing body signs is signed with a mark, and every verifier checks against it. Without one there is nothing to sign with, and nothing for anybody to check against.

This records that the body exists and what it says it issues. It is not an accreditation and it is not an endorsement. Nobody should treat a credential as worth anything because it appeared here.

Sign something about somebody

They do not have to agree to this, and they cannot edit it. That is the point of an issued credential and it is also the responsibility: whatever you sign here is your body's word, checkable by anyone they show it to.

Every change publishes a new signed version of your revocation list. Old versions remain, so somebody can later establish what you were publishing on the day they relied on it.

A signed edge, not an entry on a list we keep. If a verifier accepts you, accrediting somebody means that verifier can reach them through you, for the scopes you name here and no others.
